I think there is too much speculation that the two events are directly related. 

 

If a company really wanted to try and grab the entity on the cheap they would have done that already. (ie as it sits at $18m market cap).

 

Once you get the license/green light to go ahead yes jurisdictional risk is mitigated but then the cost to then buyout goes up dramatically (ie .min $0.50 x 208m shares = $104m).  For that pricing disparity a suitor would be better off trying to grab it now.

 

I think it is more likely that once the license is obtained, EV can then formalize a JV deal with one of the 3 who have/are doing their DD on the asset.

 

Either way the value then jumps to $50m (.25 share) on the low to $208m on the high ($1 share) without doing squat.  $1 share = only 10% in the ground.  But then again the marketplace is not efficient so who really knows how the dust will blow.
