My theory, low volume plays are closely watched by IIROC's all encompassing trading surveillance systems for unusual activity. Anyone who would try to buy a significant number of shares would be pretty quickly flagged for further investigation.

Given that a large part of OPL's work has been with the US military complex, it does not surprise me at all that this play has been so quiet lately. Secrecy as we know is the heart of such enterprises.
