You are correct - it is an assumption; however, every contractor dealing with dirt and weather has delays - which impact margins.  Look at page 12 of the 2012 Churchill 2nd quarter report and it talks about the significant impact of weather in Calgary and the decreased utilization of equipment. So, bad news is that it is likely going to impact the operation in the quarter - good news, they will have a ton of more work in the future to fix everything
