RE:Pig with LipstickWhat Leung did was acquire the employees of Northstar, and put them under contract only long enough to finish the work that had begun in Northstar, but could not be completed due to financial issues. There is still an immense amount of work to be done with the Fortune 500 company Leung previously mentioned in one of his press releases, but the contract was never given to EDS, outside of the one to he was given finish the ongoing work Northstar had started.

You are correct in saying that Leung simply does not have the money to have staff on without a contract. He had in fact been very late in paying his employees, and it is my understanding that there is still money owing to some.
