That was the safest way for them to play this without losing face.  They already had a good chunk invested, so couldn't walk away.  They also know when to listen to shareholders when they are screaming not to go ahead with spending that much money.  Invest a fraction of the total cost over the next few years and then kick the can down the road until they absolutely need to decide to start building. 

Good news for us, IMO.  Couldn't help but notice that they weren't looking for a partner from India -- maybe India has already agreed to partner with somebody else?
