No. State permit is for PTF phase 1 only. They will be working on Phase 2 state permit while phase 1 is ongoing. 

 

EPA permit.  Unlike the FDA, the EPA has no obligation to meet any particular time frame for permits. That being said, the draft permit from the EPA could come out anytime in my opinion.

I would say that the timer for buying this stock cheap is ticking away - I think the the upside is going to arrive soon...
