Oil jump but COS increases just a little

Oil jump but COS increases just a littleI'm surprised that COS is still trading in a tight range despite oil increasing due to issues in the middle east. Oil is now around $106 and COS is not even breaking $21. i remember when oil was around $30 in 2008-2009 and COS dropped down to $16. Now that oil price is more than tripled, COS stock price is under-performing.
