You're right. It'll be 10:1 conversion unless the A shares rise above $1. Then that sp is used as the dividing factor of 10. See below. So if the B shares are below the A shares (when considering the 10 factor) then buy those B shares.
"The Class B shares are convertible (at the option of the Corporation) at any time after July 2, 2012 and on or before June 30, 2014 into Class A shares. The number of Class A shares to be issued upon conversion of one Class B share is calculated by dividing $10 by the greater of $1 and the then current market price of the Class A shares at the date of conversion. If conversion has not occurred by the close of business on June 30, 2014, the Class B shares become convertible (at the option of the shareholder) into Class A shares pursuant to the conversion formula described above.
