These projects have been presumably been put on hold because of wet weather so they are being approached on a 'per project basis' and I am presuming they will have more of them to do that they normally would-
You can hire more people, obtain more equipment and have more materials delivered to get things done faster-  , work 24 hours a day instead of 8 or 12- many ways to ramp up a company which proves it can deliver on contracts....
