RE:What is the concensus opinion regarding this statement... According to the mining license application (see link below) it does request a financial status document. I believe the "letters of intent" from various financial institutions was the final piece of the puzzle required from the highest governing body. Now it seems it is a matter of what priority que Allana is with the parlimentary cabinet.
