Thanks for the good research:

... the government charges royalties only on oil that reaches an export terminal. Anything stolen in the field is exempt.

Although it makes sense that Umusadege partners would not be charged royalties on stolen oil, one never knows what to expect when the loss numbers get so large as we have experienced recently.
