RE:Institutions, banks.We all know its probably going to be sold at $1.18 or higher to another bid.    Some people want their money now, so are willing to take a discount.  Some people are willing to put up money now at $1.13, wait a couple months and get $1.18 (or maybe more).  Its a market.  

I'm not sure who is getting scammed - the sellers or the buyers?
