Buyback Issues

Yes, it has a positive as a buyback will drop outstanding shares and can raise the price. To me however it indicates that management really has no plan moving forward which is a big negative on any big upside. What is the plan for creating value (I dont believe it is THAI)? Is it time for a new board and management?
