Mackenzie Valley Pipeline

Mackenzie Valley Pipeline"lost but not forgotten".  Anyone have thoughts or insight on the MVP?  I just read some old articles which reminded me that "a decision must be made by December2013, by Imperial to construct the line or not".  Just looking for some thoughts on this.  
Or; do they get the 3 yr extension on the deadline they were hoping for?
