Cliffs Natural Resources' Black Thor deposit and the proposed ferrochrome smelter. Cliffs Natural Resources said Wednesday it will appeal a decision the company says is blocking development of its chromite mine in the Ring of Fire area of northwestern Ontario. In a release, Cleveland-based Cliffs said it has served KWG Resources Inc. with a notice appealing a ruling of Ontario’s Mining and Lands Commission. Cliffs wants to use land owned by KWG Resources to build a road to move chromite ore. The company plans to then ship the ore by rail to a plant it would build near Capreol. However, the commission sided with KWG Resources and refused to grant Cliffs an easement over the land. Cliffs officials insist they need access to the land to move its project forward. “Without access to the surface lands to develop the needed infrastructure, there is no project,” Bill Boor, senior vice-president of global ferroalloys with Cliffs, told the NetNewsLedger website. “Our proposed development has the scale needed to develop the road access and is therefore a catalyst for other smaller mining opportunities in the Ring of Fire. Cliffs is very disappointed in this decision, but beyond our project, it is clearly an issue for anyone interested in seeing these opportunities in the Ring of Fire becoming realities. “While we are open to possible solutions, without a pathway developing quickly to overcome this major setback, it is going to be difficult for us to justify continuing with the project at this point in time.”
