Looks like a transfer of ownership.
My guess is that once the required shares are bought up on the bottom the company MAY NR the fact that :
The company now believes they have thoroughly reviewed operations and have made key cost-cutting and infrastructural improvements in order to resume operations and achieve commercial production ASAP.
Nothing would surprise me out of these jokers.
