So Many LOI's but no deals

This company has 5 or so LOI's but not a single deal. Doesn't that concern anyone? I know some of the LOI's are recent so you have to give it some time.

But for instance, whatever happened with the Cincinatti Children's Hospital. We signed an LOI in May and haven't heard a thing since. Six months between LOI and actual agreement never happens.

Same with LOI's with VitaFerro and Biogalenys. These were in late June and early July and not a word since.

Seems rather strange to me.
