meatals_boom, Canadian small cap or any sector fund is not THE market. THE market means index. it is hard to guess the correct sector. that's why for most people its better not to guess, just buy a general index fund

if you want to play with a specific sector or stock, you do need to have: 1. a edge on either TA or FA, 2. keeping your confidence level under you knowledge level.

so far, all the strategies you told us is to buy low + hope and buy high + hope.
