I remember looking into this at the time. I don't recall the names of the quarries they were trying to get started. It all seems to revolve around the Not In My Back Yard syndrome.
No one wants the dust, noise, and increased traffic a quarry will bring to their residential areas.
I recall one community was near the edge of the aerial bombing range for Camp Pendelton. Their windows shake when they drop large bombs on the range, and they also oppose a quarry near their town. They mentioned the dust and traffic concerns. They also didn't like the fact they used explosives to blast rock at the quarry.
