The Funds secondary investment objective is capital appreciation The Fund seeks to achieve its investment objectives by investing at least 80% of its managed assets (i.e., net assets plus assets obtained through leverage) in a portfolio of preferred and other income securities issued by U.S. and non-U.S. companies, which may be either exchange-traded or available over-the-counter. In pursuing its investment objectives, the Fund seeks to achieve favorable after-tax returns for its shareholders by seeking to minimize the U.S. federal income tax consequences on income generated by the Fund. There can be no assurance that the Fund will achieve its investment objectives.

RE:RE:NR and beyond into Q1 , 2014 My simple minded answer is, in decreasing order:
1) Limited reserves - the only thing that counts for banks
2) Penny stock status - does not attact big investors
3) Poor communication. This is actually a good/bad thing. I believe that PTA mngmt knows they are sittng on good stuff. This is not recognized bythe market but they don't care because fully funded for the next couple of years at least - no need to raise further money. Also no need/will to dilute further. Long/middle term plan (my opinion) is to raise the value of the company without unnecessary dilution. So, if you're into warrants tough luck, if into shares and patient probably going to be rawarded nicely. But this will take some more time I am afraid
