QNS&L could become a jointventureTransportation seems to be a major obstacle for new mining ventures in the Labrador trough. There already is one railroad which could be double tracked. It seems to me that double tracking QNS&L would be a lot less complicated, faster, and cheaper than building an entirely new rairoad through virgin terrotory. It may be crown land, but I don't think that would be of any importance to the local Innu population.  This alternative would require Rio-Tinto to either sell all of QNS&L to a new company perhaps a jointly owned company, a sort of cooperative, or sell a part to a group of new owner/participants. The gouv of Quebec could even participate through an agency formed for such a purpose. 

I am not aware of any serious discussions of this alternative approach ot solving the "railroad" problem.
