Concerning the "lock ins" you refer to. The smart ones will, and in the end, they all will. But the spot (which is the minor part of this market, will perforce, move first,- and that will be the tipping point for end users to initiate lock ins. Just wait and see.
Everyone wants to price their fixed supply contracts off the spot market low and that's why everyone waits. Once that low is established in everyone's mind they'll move, and the competitive aspect of how this plays out will make it move fast.
