I dont have all the answer to your question but i can say that an aspect of the game we cant buy is time. The fact they already started to build the airport in ADVANCE of schedule with the money they SAVED from the road construction that they also finished in ADVANCE of schedule is very important. One things is with inflation and all its cheaper too start building the airport now than start say next year after winter and with completion of airport earlier they will save TIME and $ during the construction of the mine. That proof how serious they are about commitment to build that mine and show they can succeed doing it in less time costing less money and could be a good portraits of what they could accomplish if they had a rought time (market) .
