The bulk sample is ready for processing. They are still developing the CMZ.

It would be prohibitively expensive to commission the process plant for the bulk sample, shut it back down, then start it back up when the CMZ access is ready.

Very simple and logical reason for you. Doesnt take a mining expert. Please ignore the misinformation. Hope it helps.
