Insiders, as defined by the TSE must file a report as per regulations.
Most insider trades are tracked daily on the TSE and TSX Venture here:

...again this is a daily report and does not identify who or what is doing the insider trading.
Most need to file report to SEDI. Link here: https://www.sedi.ca/
They have a time delay to do this.
Mutual funds and Corporations need to file a National Instrument 55-104 for insider trades on SEDI and/or SEDAR - link: https://www.sedar.com/ ...they also have a time delay.
Some insiders do not even report their insider trades within the required period and are held responsible for any delays.
Third party websites, such as: https://canadianinsider.com/ collects all the information which comprises the data that is filed by or on behalf of the SEDI filers or other parties legally required or permitted to do so.
