The investment seeks to track the investment results (before fees and expenses) of the DBIQ Emerging Market USD Liquid Balanced Index (the underlying index). The fund generally will invest at least 80% of its total assets in U.S. dollar-denominated government bonds from emerging market countries that comprise the underlying index. The underlying index measures potential returns of a theoretical portfolio of liquid emerging market U.S. dollar-denominated government bonds.

John Lee and the PCY management were being told directly or indirectly that the PPA should take a few months, or what ever time was when they submitted the documents.
So, from that, they thought that the PPA would be set in stone by end of december 2012 or early 2013.
what are you supposed to do ?
Complain to the working group every week ?
Probably they tell you to get lost.
People with power don't like to get pushed.
Now, if John Lee can send this to the working group for Christmas, then he can have
the power.
