They are so low because the street anticipates a bankruptcy... Look at the last 12 month chart, check the dividend cuts and count the lawsuits against AT and you will get the picture...

The CEO is probably the most unethical, as well as the least qualified in the Utilty universe; hence the large number of lawsuits against AT___
