CC'ing Jill won't help the Minister, it won't help Jill and it won't help Vic. Nor is it likely to do much to advance HBK's case for an early release of the permit.

Just email the Minister, if you must.

Anyone who's worked for or with Govt will have an idea of how these kind of things are handled. Ultimately, Jill will spend her valuable time writing a long report for her superior, so that her superior can write a short report, so that someone else can write a memo to the Ministers office,  and then a staffer in the Minister's office will prepare a briefing note for the Minister himself, who will then ignore most of it.

The report will say something along the lines of  'we are following the established process and the agreed upon protocols, with due consideration for all parties, thus ensuring full transparency and accountability".

If you want a better idea go watch 'Yes Minister', an old BBC series that gives one a fairly accurate idea of how govt works.
