We were talking about the price of their phones to customers.  Inventory refers to product they have on hand, including raw materials, parts, and completed phones.  With only $250M on the books in inventory, they appear to be valuing their finished phones at below cost, perhaps approaching $0.  This would suggest they will either heavily subsidize or give away these phones to customers, perhaps as an inducement to go with their enterprise services.

Purchase commitments are another issue entirely that wouldn't be reflected in the inventory number.
