When a provincial/national company gets themselves into trouble like say Bombardier or RIM, aren't the Govt's allowed to put in an order for more trains or planes, or in RIM's case limit (as best as possible) in-house Mobile tech usage to RIM's product, in order to help out these CDN companies w/o explicidetly handing over buckets of cash?  Curious, because if true, couldn't the Gov't pre-purchase HPA in order to help Orbite out, or is it manditory they know a completed product can/will be produced first?  I/E: Gov't:  "We'll give you x$$'s for x# of HPA within xTIMEFRAME"  ... Thoughts?
