 am not sure what this means, but I am speculating that it means that GyP, the Province owned oil company, needs its own money to drill and produce oil from its own exploration blocks.  To get this money, they are doing an IPO on the Argentinian stock exchange.  In doing so, they think their exploration blocks are worth $8,000 per acre.

So in round numbers, we have 275,000 acres, so at $8,000 per acre, thats $275 million, divied by 200 million shares is $1.37 per share.
