Im not sure calling Rockstar a fraud is apprpriate. You do not know the full story at this time. It does appear very clear that they have been in talks with the natives as several people have confirmed. They may have verbally agreed, and paperwork can sometimes take more time then you would want. At this time we do not know. He was clearly speculating news to be released.

It does seem like news should be soon.
