I believe the potential deal with CIF is dead.  From the Q3 Management’s Discussion and Analysis:

The Company believes that a DPA can no longer be concluded with CIF on similar or different terms. It is unfortunate that we have not been able to complete a definitive purchase agreement as previously planned with our strategic partners CIF. This partnership is currently idle and the Company is actively talking to other potential strategic partners in China, Europe, South Africa and the UAE.

Personally I believe WAI purposely killed this deal by delaying the resource report.  The report should have been made public in September - they are blaming a slow testing lab?  I think all along they were trying to negotiate a better deal with a major player who probably doesnt want or need CIF in the picture.

My two cents.  Alternatively, WAI might not have an economically viable resource and are dragging their feet to find another partner after CIF decided to walk away.

Time will tell...
