I'm not sure how they can say they have not been able to complete the DPA with CIF as the news releases have stated all along that the funds will come from CIF once the report has been completed and the results are satisfactory.  CIF will not complete the DPA unless they know the report results.  If WAI has the report results, then they must have shown CIF.  If CIF walked away, then the results must have been below expectations otherwise CIF would have given WAI access to the $7 million remaining.  Is there a legal requirement for WAI to announce the report results within a certain time frame?  IF CIF walked, then why would anyone else step up to the plate?  Time will tell like you say but I hope the report is being delayed due to a slow testing lab like WAI has stated.
