There is no clear winner which us why this will be a protracted shutdown and toll miners could face substantial fines.
The miners will keep on mining so the only solution for the Govt is to shut down the entire sector until the military can regain some factum of control.
That could trigger a regional civil war much like Columbia.
Expect a prolonged shutdown once the low grade stocked ore is processed.
