Paying for the Power Line to Labrador West for Alderon Kami  If Alderon's offer to pay $40 million towards the cap ex to put in the power line is accepted, it should be contingent on 2 things
                                             1. Other new mines or expanded mines who wish to use that extra power should pay a proportionate share based upon the ration of Alderon's percentage  usage of the capacity related to Alderon's percentage payment of the cap ex
                                            2.  Alderon should get a rate reduction as a consideration and the rate reduction should be adjusted downward as other users pay into the cap ex and all receive fair reduced rates which is good for government and private interests in Labrador West
                                           A.  Large consumers of power used to servicr the mining industry should also be required to pay towards the cap ex  proportionate to their usage with truly local businesses given an exception.
