A Moose ruminating about the Labrador West Power Line

A Moose ruminating about the Labrador West Power Line   It seems inconcievable that the NL Government does not have this matter firmly in hand considering the high stakes.  A qualified observer once told me that the NL Government is not known for acting promptly or thoughtfully, but  in this situation I hesitate to believe the NL Government will screw up.
Why then the delay now that the NL Governement has publicly acknowledged the scenario?    Could it be that they want to time the announcement of the approval with the Julienne Lake award.  The more revenue and jobs the expenditure for the powerline supports, the better the revenue outlay is justified.   Or could unseen negotiations be going on with the government trying to get other miners with proposed projects to be committed to some of the capex?    Or could Morabito,
bearing in mind Alderon has offered $40 million of Aldeon's money to help pay for the powerline, be pushing unnecessarily, because he wants the powerline signed off on before other players are made to commit, because that would raise cap ex for other prospective mines.
The NL Government may play hardball on this, but I can hardly imagine them turning their backs on this  significant economic issue with wide ranging impact.
