Nov 2013 (Hong Kong, ...): President and Saikhanbileg talking about year end solution ....whatever, business as usual. So based on track record, GOM does not want to deal, does not even know how to deal, but just talk. Is there even a word for "Commitment" in Mongolian? The DP GOM is probably not even interested in launching OT Phase II as Phase II is unlikely to bring any $ in GOM's pockets before the next elections. That leaves the only way to deal with Mongolia as CASH ON DELIVERY so GOM can go on trying to get funding from supranational with geopolitical motives. But is it the best way to maintain national sovereignty and integrity? If nationalism is a high priority in Mongolia, putting itself at the mercy of big countries may be ...sub-optimum. :)
