Insider trading

Insider tradingAfter doing a little homework on insider reporting it seems no one classified or legally defined as an insider, for reporting purposes, has made any buys at the recent lows. This lack of activity leads me to believe "people in the know" don't see any reason to buy at current price levels so why are retail investors jumping in (if they are) other than taking another gamble on a stock that has failed to payoff many times. If the new mining act is so close to approval and will result in a significant price increase can someone please explain why the large holders like Sprott, Coeur Mining, Pinetree Capital or company insiders aren't scooping up this stock at less than 3 cents. I think any clear thinking person knows the answer.
