You aren't asking the right questions. Why take a loan at 15% is the wrong question. Why take a 60 day loan for $750K is a much better question. They intend to pay this back within 2 months -- 15% interest for two months is hardly a bad deal.
Also consider where the loan is coming from. Since they didn't release that information, you need to look at who their past private placements have been funded by. It's a pretty good guess that this was all done internally, which begs the question of why insiders keep funding Encanto if they don't think/know something is very close to being finalized with India.
