Abu, in the article that you posted it stated that "Premier Kathleen Wynne has said the Liberals want to find new sources of revenue to fund public transit and to create an Ontario Pension Plan"... If the Premier is serious about finding a new source of revenue, we all know that she doesn't have to look any further than the ROF. The ROF will generate more than enough money required to fund future public transit as well as the Ontario Pension Plan not to mention bring the province back to a triple A credit rating.
Noront and KWG is her ticket to bringing the province back to prosperity.
Get the infrastructure in place Premier, keep the ONTC workers employed by building a NS railway, (of which by the way is the cheapest way to haul the chromite) and watch the coffers grow as the unemployment rate within the province is reduced, and the mines within the Ring of Fire start the province of Ontario, but more importantly our Nation on the road to becoming a world producer of ferrochrome.
