Quebec proposes rules

My understanding is that if these rules are implemented they will benefit Quebec registered companies. OSK is a Canadian registered company with a head office in Quebec. The article's last paragraph states that these rules can not be used by OSK. So, still have to watch the proceedings on March 3-5th.
