I agree the timing of the breakup was unfortunate... It makes you think if the cartel breakup at the time was planned for the BHP decision to go ahead with the Saskatchewan mine?  Also the low $300 potash price was detremental for some of the potash juniors looking to make a break and sign deals.  As you mentioned Allana was one of them who had good momentum at the time.

As a result many potash juniors have done very little to date and have seen cash reserves dwindle.

ICL was able to get a bargan price on Allana as well....

We will never know the details, but the timing was very unfortunate as you stated.
