The last quarterly report had this to say about the plant opening: "Based on the information currently in hand, Neptune currently expects that the new plant

may be operational by mid to late march 2014". Since Quebec has loaned NTB $12.5M and another $3.5M coming from the Feds, I cannot imagine permitting blocking the resumption of operations.
