F; It means; 'Ignore the Constitution, act illegally in so doing and then blame the other side for your actions'. It's like watching mal-evolent school kids. If anyone wonders why the Middle East is a c'ockpit then exchanges like this between so-called 'leaders' are explanation enough. It's 'demon-ocracy' in action.
