The emphasis on your premise is 'IF' the vote is close. My money is on ..."This is a done deal!"

This is like a chess game...... what you see on the board is what is current public information. But in chess, you plan for several moves ahead and that is what Ned and (in my opinion) other major shareholds have done.  So the moral of the story..............if you are only watching the ball, you have already lost the game.
