Although it is an alternate theory, however unlikely.  Think about it.... you own many good quality companies and you register them all under an exhange you are part owner. You improve the image and integrity of the exchange and make trading cost competitive to other exchanges. Now you are making money on every transaction of every company you own...... You are making money on money. Now that is a good business decision!
