There are rules in place (TSX rules) preventing a discount lower than 20% of stock price.  This Byron guy sounds like an idiot if he actually told you this was company policy.  Byron may work for UCU, but they are a dealer, and their job is to get the shares sold on a deal so they can get their commission.  So of course the Byron guy wants the shares as cheap as possible to make the transaction more appealing for the buyer.

Think of this another way.  If a car salesmen could sell the cars on the lot for $1000.00 each instead of say $20,000.00 and still get his full fee for selling the car, why wouldn't he do it?  He could sell every car on the lot  in a day enriching himself, but not enriching the owner of the lot.  We are the owners of this lot.  Byron is the car salesmen.

Why would UCU would place a Byron guy at the booth?  Sounds like a pretty foolish choice in my opinion.  Hopefully they won't make this mistake again.
