Its solutions include a variety of mission-critical buy-and sell-side applications for recordkeeping, data and analytics, trading and financing as well as corporate treasury and risk management applications.

The guy just raised 25 million at 1.60 per share. He's saying to the whole market: hey after I completed the winter AND the summer program, I'm just gonna do another winter program. In other words: majors if you don't do a good bid soon, i'm just gonna complete another winter program and make you pay even more.

Sure a crack in Dev's mandate... NOT.
