RE:JustinThat's reasonable. I can agree that there are no dates in the document and it could be till the end of 2016. But on the other hand, can you agree that this is more of a plan for budgetary considerations and resources? The document includes the following:

This 2014-2016 Rolling Plan and Budget proposal outlines Management’s assumptions and projections about the Bank’s Work Program and resource allocations. The analysis and estimates represent the best of Management’s judgment as at the time they have been prepared.
